BRZ’s view, the LSXEW represents “the next step in the evolution of EAFD reclamationtechnology,” beyond the sort of reclamation involved in AS 99-3, because now the “reclamationthat has occurred at the scrap steel EAF [electric arc furnace] is now sufficient” to produce aneconomic feedstock without further processing.
