In this case, the People allege that Premier violated Sections 21(a) and (e) of
the Environmental Protection Act (415 ILCS 5/21(a) and (e) (2004)) by causing or allowing theconsolidation of waste at one or more places at the Carter site, an operation that was notpermitted by the Illinois Environmental Protection Agency (Agency) to conduct waste disposal.
