The County of Jackson alleged that respondents violated Section 21(p)(1) and
(p)(3) of the Environmental Protection Act (415 ILCS 5/21(p)(1) and (p)(3) (2002)) (Act).
The
County of Jackson further alleges that on March 26, 2005, respondents violated these provisionsby causing or allowing the open dumping of waste in a manner that resulted in (1) litter and (2)open burning off Illinois Route 4 northwest of Ava, Jackson County. The Board grants that motion and dismisses the administrativecitation.
