through mixing with other wastes than today.

regulations.
No regulations on the tanks, no regulations or requirements to clean up
spills, no requirements for secondary containmen1~,nothing, also a real lack ofknowledgeofthe environmental impacts those activities were causing existed at the time.
Also, used oil recycling facilities oftoday, under the federal
regulations, are required to analyze the oil and have a written analysis plan.
