The complaint
alleges that respondents violated the Act and Board regulations by not timely responding to aleaking underground storage tank (UST) at their gasoline station in Zion, Lake County.
On November 7, 1994, a subsurface soil boring was performed at
the site.
Section 12(a) of the Act provides, in pertinent part, that no person shall cause or allow the
discharge of contaminant into the environment so as to cause water pollution.
