In the stipulation, Wingert admits that he
caused or allowed litter in violation of Section 21(p)(1) of the Act, and agrees to pay thestatutory civil penalty of $500 on or before December 1, 1998.
However, Section 31.1(d) of the
Act limits the relief the Board can order in an administrative citation action, and thecompliance conditions as outlined by the parties in the joint stipulation are not within theBoard's authority.
