The Board granted complainant’s motion for summary judgment as to all counts in the amended complaint. The Board found that all the respondents violated Section 21(a), 21(d)(1), 21(e), and 21(p)(1) of the Environmental Protection Act, (415 ILCS 5/21(a), (d)(1), (e) and (p)(1) (2002)) and ordered the respondents to pay a total civil penalty of $25,000.
