ofthis response, the Illinois EPA states as follows:1.
On July 15, 2003, the Illinois EPA issued a final decision to the Petitioner.
Accordingly, the Board ordered that the Petitioner
must file a formal petition by no later than November 17, 2003, otherwise the right to appeal thesubject final decision would lapse and the Board would dismiss the case.
