Sather appeals on the grounds that the Agency’s reduction of the budget for personnel
costs is arbitrary and capricious in that Sather’s proposed budget was justified and consistentwith the Environmental Protection Act (415 ILCS 5 (2002)), applicable regulations, andgenerally accepted engineering practices.
