The Petition requestedthat theBoard grant Cromwell an adjustedstandard from the volatile~organic
material (“VOM”) emission limitation of35 Ill.
Cromwell further notified the
Illinois EPA that while it was trying to find alternative coating materials which would comply withRACT, a reformulation might impair product quality and actually increase VOM emissions.
The notice appeared in the Chicago Tribune on May31,2003. Id. at 14. Ofthis, less than five tons come from CI production operations.
