The bases for the changes proposed in this rule are: extensive research conducted by
the Board and the Department of Energy and Natural Resources1 from 1986–1991 and theAmerican National Standards Institute updates from the years 1998-2001.
The
proposal adopted here is unchanged from that adopted by the Board’s April 3, 2003 proposedsecond-notice opinion and order.
The first hearing was held in Chicago on November 7, 2002, and
the second hearing was held in Springfield on November 21...
