This case may well fall within
the ambit of the precedent established in Waukegan Park District v.
Environmental Protection Agency, PCB 71—314, 71-342 wherein the
Board held that since the persons using the facilities would bethe same persons as are living in the District the sewage loadwould be substantially unaffected by allowing the additional connections.
