The Aurora Blacktop Company (“Respondents’) is chargedwith numerous violations of the Illinois Environmental Protection Act (“Act”) and the Rules and Regulations for RefuseDisposal Sites and Facilities (“Rules”) in the operation ofa refuse disposal site located in the City of Aurora and theCounty of Kane.
We must conclude
that the charges in the complaint were not supported bysufficient evidence.
This opinion constitutes the findings of fact and conclusions
of law of the Board.
