On December 19, 1996, the Board adopted the proposal for first notice
pursuant to the Administrative Procedure Act (APA) (5 ILCS 100/1-1 et seq.
The Board will
direct that the rule be filed with the Secretary of State for final adoption pursuant to the APA.
