states that the discharge “did cause or tend to cause water pollutionin Illinois as defined in Section 3(n)” of the Act, “in violation ofSection 12(a) of the Act.”Let us then look at Section 12 (a) of the Act.
  • I would also disagree with the conclusions of the majority opinion
