requests permission to operate two stand-by coal-fired heating plantsduring the normal heating season, from approximately October 15 toapproximately April 15.
It appears that Petitioner seeks permission to switch from the burning
of fuel oil to the uncontrolled burning of substantial quantities ofhigh-sulfur coal for an indefinite period of time (Petitioner’s prayerfor relief is for an ‘initial” period of one~year).
Under any circumstances, such a request could be considered only
on a showing of extreme hardship.
