Echo Lake is a 25 acre lake with an average depth of
4 1/2 feet.
Contact with eyes, skin, or clothes necessitates washing
with soap and water.
“b. The turbid water condition decreases the utilization
of the lake for swimming and boating. In pertinent part, it stated:“1. The Agency believes that Petitioner has failed tostate an arbitrary and unreasonable hardship pursuant to Rule401(b) of the Procedural Rules of the Board and Section 35 ofthe Environmental Protection Act.
