(b) The above provision shall not be construed as
limiting the power of the Board to enter anorder directing immediate construction offacilities necessary to abate pollution ofthe waters of the State, when the Board hasfound, as the result of an enforcement caseinitiated under Sections 30-34 of the Act, thatthe discharger is causing or threatening tocause water pollution.
