The Complaint alleges
that Aurora has allowed infiltration and inflow to its combinedsanitary sewer system so as to cause sewage back-up into Complainants’ basements, thereby violating Rules 601 and 602 of the WaterRegulations and Sections 12(a) and (b) of the Environmental Protection Act (Act).
