These materials have been on the property
approximately three years (R.
37) . There was no evidence
presented actually showing contamination; however the potential for damage in a situation such as this is great. There is much potential for leachate to flow into the groundwater and adequate cover material is not readily available. This opinion constitutes the Board’s findings of factand conclusions of law.
