The County alleges that on October 22, 1996 James Qualls, present owner and/or operator of a
facility located in Jackson County and commonly known to the County as the CampbellHill/James Qualls tire site, violated Sections 21(p)(1), 21(p)(2) and 21(p)(5)of the Act.
Therefore, the Board
finds James Qualls has violated the provisions alleged in the administrative citation.
3.
Penalties unpaid after the due date shall accrue interest pursuant to Section 42(g)
of the Act. The Rules of the Supreme Court of Illinois establish filing requirements.
