In our order of November 2, 1995 we granted the Agency's motions and found that the
filing met the requirements of Sections 27 and 28 of the Act.
As stated above, the Board cannot
make changes to the proposed rule once it adopts a Second Notice.
The Board received 14 comments in that time period.
Finally, the proposal will correct typographical errors in the current ITAC list.
