the mine in violation of Rule 501(a) (1) of Mine Rules byfailing to notify the Agency within 30 days of cessation ofmining.

to be dug with 2:1 side slopes dug to a depth six to twelveinches below the carbon deposits into the original clay(Comp. Gates, the Agency inspector and witness,testified that there was no lagoon constructed as requiredby the permit (R. 64, 248). Mr.
