Abstract: ILLINOIS POLLUTION CONTROL BOARD May 26 , 1977VILLAGE OF DUNLAP, Petitioner,v.ENVIRONMENTAL PROTECTION AGENCY,Respondent. Discharge is to Kickapoo Creek a few miles downstream from its headwaters. Kickapoo Creek is classified as an intermittent stream at the point of Petitioner’s discharge. Fluoride strength would not be expected to increase. Chloride and total dissolved solids would be expected to increase. Theheavy cost of compliance for a small village balanced againstlittle environmental impact would be an arbitrary and unreasonable burden.
