stream at the point of Petitioner’s discharge.
  • Fluoride strength would not be expected to
increase.
  • Chloride and total dissolved solids would be
expected to increase. Theheavy cost of compliance for a small village balanced againstlittle environmental impact would be an arbitrary and unreasonable burden.
