The construction of Petitioner’s incinerator has been
deferred pending the evaluation of test results from a prototype incinerator.
The Agency states in its reconrnendation that the methodology
of controlling emissions from the open burning of this materialis still an uncertain one. This Opinion constitutes the Board’s findings of fact andconclusions of law in this matter.
