On March 29, 1978, the Hearing Officer herein entered
an Order requiring answers within 10 days, and the City still failedto respond.
The City has chosen to ignore the Board’s Procedural Rules and
has totally disregarded a Hearing Officer Order.., Since the City hasalso chosen not to respond to the Agency’s Motion, the Board can findno justification for the City’s refusal to answer the Agency’s Interrogatories.
