On August 29, 1974, the Board enacted R70-17, the DuPageCounty Wastewater Regionalization Program, which became Part XI:Regional Sewage Treatment of Chapter 3: Water Pollution.

May 20, 1977, the Supreme Court of Illinois invalidated theprogram in Village of Lombard v.
PCB, 66 I11.2d 503, 363 N.E.2d
814 (1977).
Pursuant to that decision, the Board hereby repeals
