On April 17, 1979 the Agency moved the Board to requirePetitioner to specify the circumstances referenced in paragraph23 of the Petition, in what way each of these circumstancesnecessitates deletion of the 15 mg/l effluent limitation fortotal suspended solids, and the Federal and State laws andregulations and the way in which each law and regulation conflictswith each of the four standard conditions challenged by Petitioner.
