Our reasons for dissenting in this matter are because theexisting material has already revegetated and is thus anadequate cover. These grasses and vegetation prove thatthe foundry sand is not toxic. There are “effluent standards” andthere are “water quality standards,” but the two types are separateand distinct. Vegetationnow grows in a luxurious manner (Exhibits 15D and 15E).T...
