On March 14 1983 the City of Mount Olive filed an amendedpetition for variance which remains deficient in that the reasonfor restricted status is lacking (such explanation shouldinclude a discussion of when the sewer extension was built andwhy it was built during the period of restricted status) andalthough the owner of the six-unit apartment complex at issuehere (Macoupin County Housing Authority) has been added to thecase caption, there is rio proof of service of process upon himpursuant to Section 103.123 of the Procedural Rules.
