My reason for concurring is the lack of study of anyalternatives between the $1.2 million program here adopted by themajority and the $10 million needed for full treatment.
In a contemporary case, PCB 85—225, Aurora Sanitary District and
the City of Aurora et al., six alternatives were presented andcosted out.
