Having previously found that respondent violated Section 12(b) of the Act and 35 Ill. Adm. Code 309.202(a) (415 ILCS 5/12(b) (2000) amended by P.A. 92-0574, eff. June 26, 2002), the Board ordered the respondents to pay a total civil penalty of $25,000 and to cease desist from further violation of the Act.
