Testimony at the two hearings was heard from the Agency, Galesburg Sanitary District, the Environmental Groups, Illinois Association of Wastewater Agencies (IAWA), and Rock River Water Reclamation District.

The Agency filed a proposal on November 9, 2001, which revised the water quality standards based on revised federal policy and new scientific information collected over the years.
