require that the Board quickly teach a final disposition of thismatter.
On July 11, 1985,
USEPA proposed to disapprove Illinois’ Part D stationary sourcecontrol strategy for failure to meet the RACT II controlrequirements, noting that the synthetic pharmaceutical sourceswere left unregulated.
Believing that
it would not be cost-effective to require such sources to addcontrols, Mr.
