On October 23, 1986, the Department of Energy and
Natural Resources (DENR) filed a “hearing copy” of its study “AnEconomic Impact of Proposed Amendments to Public Water SupplyRegulations Pending Before the Illinois Pollution Control Board”(EelS).
By Order of April 16, 1987, the Board again directed first
notice publication of this proposal, as required by theAdministrative Procedures Act when a rule has not been adoptedwithin one year of first notice publication.
Both regulations became effective at the federal level
