In accordance with the procedures in Section 28.5, most specifically Section 28.5(f), the Board will adopt today the proposed amendments for first-notice publication in the Illinois Register under the Illinois Administrative Procedure Act (5 ILCS 100 (1998)) without commenting on the merits of the proposal.
