Section 103.162(c) provides, in relevant part:
Admission in the Absence of Denial. Summary judgment “is a drastic means of disposing of litigation,” and therefore it should be granted onlywhen the movant’s right to the relief, “is clear and free from doubt.” Dowd, 181 Ill. Having found this violation, the Board orders this matter proceed to hearing as expeditiously aspossible so that a determination of the appropriate remedy, including penalty, may be determined.
