later than December 15, 1987 and limited to 13 nameddevelopments, from 35 Ill.
On February 4, 1988, the Board modified the July 16, 1987
variance by adding two more developments to the original 13; thisaction was taken in response to Geneva’s January 4, 1988 motionto modify by changing the 13 listed developments limitation to apopulation equivalent approach.
