to perform an environmental audit of the site in 1987 incontemplation of its imminent sale to the current owner,Penmark. Ex. 1. The Agency rejected thisplan as deficient on September 17, 1987. Adm. Code 724 or 725 of the Board rules would apply to theclosure of the Marley—Ingrid surface impoundment.
