On December 6, 1988, Koopers Company, Inc., Chicago TarPlant (“Koopers”) filed a petition for variance, seeking relieffrom Board regulations and “Sewage and Waste Control Ordinance ofthe Metropolitan Sanitary District of Greater Chicago, ArticleIII.” That petition is deficient in that it contains two areasof uncertainty:1.
