I dissent from the majority’s order granting the IllinoisEnvironmental Protection Agency’s (Agency) motion to file itsrecommendation instanter.
Given the pressure on the Board to keep its
proceedings moving along at a reasonable pace, I believe that itis important to put those who practice before the Board on noticethat deadlines must be met in all except exceptionalcircumstances.
