HISTORY OF THE PROPOSAL
The development of this proposal relates back to November,1986, when, after a midcourse review of livestock wastemanagement program policies and procedures, the Agency sent itsinitial draft of the proposal to various agricultural andenvironmental organizations.
The Agency believes that the subjective nature
of these complaints makes the investigation of these complaintstime consuming and less productive than dealing with other typesof pollution incidents (~çi.).
