I support granting Industrial’s motion for reconsideration forthe reasons set forth in the motion, and in particular so that myposition regarding the Board’s September 27 vote to adopt theopinion can be made clear.
My vote was
only in support of that part of the opinion that concluded that itis the applicant who defines the intended service area, ~ thelocal decision making body, and with that part of the opinion whichreversed Harvey with respect to its finding regarding criterionsix.
