Section 17.5 provides for quick adoption of regulations that are “identical in substance” (IIS) to
federal regulations that the USEPA adopts to implement sections 1412(b), 1414(c), 1417(a), and1445(a) of the SDWA.
The USEPA amended the federal SDWA regulations two times during
that period: September 17, 1999, and December 1, 1999.
