opt out of the Part 615 and 616 program and instead participatein an alternative groundwater protection program to beadministered by the Illinois Department of Agriculture.
Rather, the Board set hearings on an expedited schedule.

Hearing testimony was presented by the Illinois Fertilizerand Chemical Association (IFCA), Growmark’, and the IllinoisEnvironmental Protection Agency (Agency).
Each recommended that
the amendments be adopted.
