The Agency alleges that on December 9, 1991, Glenn
Schriner, present owner and/or operator of a facility located inMercer County and commonly known to the Agency as Richiand GroveTownship/Schriner Property, violated Sections 21(q) (1), and21(q) (3) of the Act.
