Upon receipt of the Illinois Environmental Protection Agency’s recommendation, the Board found and certified that specified facilities of Alfred Uffelmann, Inc. located in Randolph County are pollution control facilities for the purpose of preferential tax treatment under the Property Tax Code (35 ILCS 200/11-10 (2000)).
Under the Property Tax Code, “[i]t is the policy of this State that pollution controlfacilities should be valued, at 33 1/3% of the fair cash value of their economic productivity totheir owners.” 35 ILCS 200/11-5 (2000); see also 35 Ill.
