According to the Agency, the program achieves emissions reductions based on the difference
between emissions that would have been generated from a retired vehicle over its remaininguseful life and the emissions that will be generated by a replacement vehicle, if any, for thisperiod.
The proposal would establish a new Part 207 under which an interested person
may obtain credit for emissions reductions from vehicle scrappage activities.
