determination, in accordance with 35 Ill.

Adm.
Code 104.408(a). Planet Earth filed a certificate of
publication with the Board on February 28, 2002. Section 104.420 of the Board’s procedural rules allows any person to requesta public hearing in an adjusted standard proceeding within 21 days of the date of the publicationof the petition notice. The Board will make a determination based on the pleadings after receiving the Agency’srecommendation.
