Upon receipt of a request to conduct a public hearing, the Board denied the parties’ motion for relief from hearing and ordered that this proposed stipulation and settlement agreement proceed to hearing.

stipulation and proposal for settlement, Charleston agreed to pay a $25,000 fine.
